Eurobulegoa was set up as a non-profit association representing all research agents: governments, business associations, business groups, industry clusters, research centres and universities.
Eurobulegoa reports to the Department of Technology at the Basque Ministry for Industry, Trade and Tourism. It is headed by Confebask; the Vice-President is Gaia (ICT cluster); the Secretary is MCC; and the board members are IK·4, EHU-UPV, Saretek and Tecnalia.
